When I was on the Performance Package (6Mbps) my tests would consistently score between 8000-9000 kb/s. It seemed like my speed was capped with this package that was $10 cheaper. The only time I noticed this drastic increase in my speed was when I upgraded. It seems like there is NO cap limit on the Performance Plus Package (8Mbps), but don't quote me on that.
Also, being that I am in Chicago, I highly doubt I am the only one with a cable modem in the area.

Well that is awesome download speed. I'm glad to see someone is getting that kind of throughput at home.
It doesn't matter that you live in Chicago. I don't remember the exact numbers but it is something like this and you can find the topology somewhere like dslreports.com on cable internet access. Your neighborhood is served by a hub with a certain amount of bandwidth. That bandwidth is shared among something like 32 or 64 of your neighbors. If one person was accessing the internet out of those 32 you would get your full "quoted" bandwidth. If enough of those 32 were online accessing at the same time then your bandwidth would suffer. This has been the complaint from the very beginning of cable internet access. Lately though cable has been upgrading those neighborhood points with things like fiberoptic to increase bandwidth to compete. Competition has always proven to be a great thing and especially in home services. The thing that I don't like in my neighborhood is that the cable company (Comcast) isn't yet offering that kind of speed and Verizon won't upgrade our speed until they do. Certain areas in the northeast have cable bandwidth that competes with my 15/2 so Verizon will up their customer speed to 20/2 and lower the price to compete. In our area they offer 15/2 and 30/2 but in those areas where they compete they offer 20/2 and 50/5. Yes that is 5 up. I could run a game server with 5 up pretty easy.

I was just responing to this comment and being funny, because since I am in a highly populated city like Chicago it's pretty obvious that there are a lot of people around me using cable modems as well.
