Can you get to the 192.168.1.1 setup page?

You need to have both PC and Modem plugged into one of the router ports, because your not using a cable internet connection you cant use that internet port on the router.

Also you need to make sure your modem isnt running as a DHCP server make sure you assign it a static IP (within your own network) and that the router is assigning DHCP address' but put the modem outside of your range. That should get everything going !
