Thanks to Skills I found the file I need but I was wondering what folder to put to put CicadaSnds.uax in.

.uax files go into your UT2004/Sounds/ directory.
If you don't have that file I recommend you download the latest UT patch. That should be stock content and if you are missing it, you are probably missing lots of other stock content packages as well.
