The "merging weapons" glitch

I am sure most adren masters are familiar with the merging weapons glitch, where a rolled weapon will "merge" into another weapon of the same type and magic.
However, less is known of the inner workings of this glitch. For instance, if you have an MP5 of Energy +1, you can roll an MP5 of Energy +3. But if you have an MP5 of Energy +3, you can't roll an MP5 of Energy +1 because it will merge. Or can you?
Kabuki offered this explanation:
A: The reason that adren masters experience the merging glitch so frequently is because of the properties of the Max Magic and Magic +1 artifacts.
B: When the Max Magic or Magic +1 artifact is used, the range of rolling for that specific magic weapon decreases from 0 - MAX to MAX - MAX or MAX+1 to MAX+1, respectively.
C: Whenever a weapon of the EXACT SAME type and magic is rolled, it will merge. In other words, when the Max Magic modifier is used on the Null MP5, it will only be possible to roll a Null MP5 +6 (instead of anywhere between +0 and +6) upon rolling a Null MP5, so any new Null MP5 will ALWAYS merge with the existing one.
This explanation makes perfect sense, but there is one problem. I personally have never rolled a weapon of the same magic and type that has a lesser magic value, under any circumstances. If the Max Magic artifact was not used on an MP5 of Energy +3, you should be able to roll an MP5 of Energy +1. But, I have not seen this sort of thing happen. Once I got Null MP5 +7 and then a Null MP5 +4 when I spawned, but that is a different case. Also, I have never merged weapons upon spawning.
My explanation for these occurrences was that:
A. A rolled weapon of <= magic than an existing weapon will merge with the existing weapon
B. A rolled weapon of > magic than an existing weapon will NOT merge.
C. Weapons you spawn with will never merge
However, Kabuki's explanation makes more sense than mine, since I don't see a logical reason why the game will have this distinction between <= and >. If someone can confirm that it is possible to roll, say, an MP5 of Energy +1 when holding a non-maxed MP5 of Energy +3, I will accept it as true.
